Pioneering Initiatives
In 1986, as the District Magistrate of Kheda he constructed, in Nadiad, country’s first Sports Complex based out of a district. The construction of this complex was completed in record 86 days and the district was able to successfully stage the 7th Mini School Games Federation of India Meet involving 600 participants from across the country.
He organised a National Level Youth Rally which was circulated as an example by the Ministry of Human Resources (Govt of India) of how A Youth Rally should be staged.
He adopted a different approach to establish communal harmony amongst the people of Virpur and surrounding 66 villages involved in fierce communal riots, by shunning the use of violence altogether, and establishing a dialogue with the elderly leaders of the area eventually diverting their focus on developmental issues. He also constructed the District Planning Center in Nadiad.
As the MD of GURJARI in 1988, he set up a franchisee of GURJARI in Delhi’s up-market. For a state handicraft corporation, this was the first experiment and GURJARI successfully ran from South Extension for a very long time.
He introduced the concept of Public-Private Partnership in Industrial Parks and SEZs, and Build Operate and Transfer (BOT) in road building. He was the first in the country to wind up loss-making units of a state corporation.
Under his tenure as the ACS – DST, The Gujarat Biotechnology Mission became the first institution in the country to carry out a complete genomic sequencing and Science City set up India’s first electricity museum – CLP Electrodome.
