He also developed the concept of BOT roads in 1997 and constructed Ichhapore-Hazira Road on Build Operate and Transfer (BOT) basis, first such attempt in India. He conceptualised and got the foundation stone laid of the project ‘Infocity’ – which is today considered as the hub of IT business in Gujarat. As a director of the Liquid Chemicals Port Terminals Board, he contributed to the development of country’s first liquid chemicals import terminal – Petronet’s Dahej LNG terminal and also to the development of a jetty for Birla Copper, the Solid Cargo Port Terminal at Dahejas well as the Shell’s LNG terminal at Hazira. He created 10 CETPs (Common Effluent Treatment Plants) and solid waste management utilities covering all the major Industrial Estates in Gujarat.

He also planned the internal collection systems, common recycling plants and liquid effluent disposal systems carrying those deep into the sea for the first time in India. He developed several maintenance functions for the Industrial Estates and even began the process of creating framework for their governance.

He encouraged development of public-private partnership projects in these estates.He interacted closely with the Asian Development Bank (ADB) for Public Sector Restructuring in Gujarat and in the process developed an insight into the principles of privatisation. He structured and developed some of the most popular investment regions for chemical and petrochemical industries in Gujarat in the form of Jhagadia, Dahej, Lodhika and Vilayat industrial estates.

In 2000-2001, as the CEO of Gujarat Infrastructure Development Board, he pioneered Concession Agreements for Ports, Roads and Power Sector projects in the state and also prepared Infrastructure Development Vision Plan for Gujarat on Public-Private-Partnership basis.
